A collective editorial guide
A useful report starts with clear notes
When you notice dumped waste or a possible discharge, a few clear observations can help the appropriate service understand what you saw. You do not need to investigate the cause or identify a person.

Your safety comes first. Observe from safe, dry ground. Do not enter water, step into traffic, go onto private property or touch unknown waste. Do not confront anyone.
Write down what you actually observed
Keep the note simple and factual. Separate what you saw from what you do not know. If a detail is uncertain, say so rather than guessing.
Use a short checklist
A short note can cover the details below. A photo is optional; your safety matters more than a closer view.
- What
- Describe the visible material or discharge, its approximate extent and any visible effect. Do not guess what a substance is.
- Where
- Note the nearest public landmark, street or access point. Give enough detail to locate the concern without moving closer.
- When
- Record the date and approximate time you observed it. Mention whether the note describes a current observation or something seen earlier.
- Photo, if safe
- Take a photo only from a safe distance on safe, dry ground. Avoid people’s faces and private information; do not approach for a better picture.
Send the details to the appropriate service
Use the official reporting channels linked on our main page and choose the service that fits the location and concern. Send your observations directly to that service and follow its instructions. The Coast Strong journal is not an official reporting service.
Find official reporting channelsLeave the next step to the service
Do not follow people, confront anyone, move material or return to collect more evidence. If the service gives you a reference number, keep it with your notes. If anyone is in immediate danger, contact emergency services.
Calm, clear notes respect your neighbors and give the receiving service something practical to work with.
